Car Select is basically self explanatory, and all English. The Controller Settings are all English. The only thing Japanese while playing are the signs and decals on the vehicles. The Course Select is easy enough once you've tried them all (there aren't that many).  The descriptions are in Japanese; some differences lie in length, time of day and normal/reverse tracks. For Upgrade Parts just highlight the parts you wish to buy, and select the most expensive one you can afford (as those are more effective). Your trainer's comments are in Japanese, while the stat titles are in English. For Upgrade Settings just highlight the parts you own, and select the one that cost the most (as those are more effective).
